Select Committee examines EV transition

The ‘Supercharging the EV transition’ Transport Select Committee session recently heard evidence from Keir Mather, Minister for Decarbonisation, and Richard Bruce, Director at the Office for Zero Emission Vehicles (OZEV). Discussions covered a range of key issues, including the Zero Emission Vehicle (ZEV) Mandate, electric Vehicle Excise Duty (eVED) and developments in the used vehicle market.

The session followed the BVRLA’s Chief Executive, Toby Poston, giving evidence to the Committee in March. Mather and Bruce reiterated the Government’s commitment to the 2030 phase-out of sales of new petrol and diesel cars, positioning the ZEV Mandate as the central mechanism for delivery, supported by flexibilities to reflect varying manufacturer readiness. The introduction of eVED was also examined in detail, with ministers highlighting the need to balance fiscal considerations with continued support for the transition.

The session also highlighted the growing importance of the second-hand market, with officials noting its role in supporting wider adoption. While acknowledging ongoing concerns around residual values and depreciation, the Government indicated that it expects market development and increased demand to address these challenges over time.

The conversations on these key priorities need to continue. Our members remain committed to the transition, but they need the right supporting environment to do so.”
