The Department for Business and Trade (DBT) is seeking views on proposed reforms to zero-hours and low-hours contracts, as part of the ongoing implementation of the Employment Rights Act.
The proposals focus on three new rights for workers on zero- and low-hours contracts, covering guaranteed hours, reasonable notice of shifts and compensation where shifts are cancelled, shortened or changed at short notice. The consultation also explores how the new rules should apply to agency workers and seeks views on arrangements for seasonal and temporary workers.
If introduced, the changes could require employers to review contracts and workforce scheduling arrangements, particularly where regular working patterns may trigger an offer of guaranteed hours. Members may also face additional administrative and operational costs where shifts are amended or cancelled at short notice.
