Reception to celebrate Van Plan success

The need for regulatory changes for 3.5 – 4.25t zero emission vans has been a key ask of the Zero Emission Van Plan and an area that continues to see positive progress. This week saw that change hit another milestone, with the publication of the draft legislation that will make prior proposals a reality.

The draft legislation can be accessed online (The Goods Vehicles (Testing, Drivers’ Hours and Tachographs etc.) (Amendment) Regulations 2026). The changes follow the publication of the consultation response on Regulations for 3.5-4.25t zero emission vans in November 2025.

These Regulations have been laid in draft and will require approval from both houses of Parliament before they can come into force. Progress of the legislation can be followed via the Parliament website: Statutory Instruments - UK Parliament. Until the Regulations come into force, the existing rules in this area continue to apply.

The Van Plan Reception in the House of Commons next week, is marking the two-year anniversary of the Zero Emission Van Plan. As well as celebrating regulatory changes for 4.25t vans, the event, on Wednesday 4 February (evening), will be a celebration of all the Van Plan has achieved to date, which also includes the extension of the plug-in van grant and infrastructure support through the depot charging scheme.

It also presents an opportunity to discuss remaining transition barriers, especially around infrastructure. Interested members can reserve a spot.
