The BVRLA has submitted its response to the Government's latest Zero Emission Vehicle (ZEV) Mandate consultation, concluding an extensive programme of member engagement to ensure the views and experiences of the fleet and mobility services sector are represented.
The submission follows a comprehensive consultation process, gathering feedback and evidence from across BVRLA membership.
Through member discussions, workshops and surveys, the BVRLA has sought to understand the practical and commercial implications of the mandate, identify areas of shared concern and establish where different market segments require different approaches.
BVRLA members share deep concern about the pressures the ZEV transition is placing on their businesses and agree on the measures needed to strengthen demand.
Rental members face weak customer demand, operational barriers and short-term exposure to depreciation. Given these challenges, those representing a majority of the rental car fleet see no viable path to meeting the current 2030 trajectory. The rental sector’s top priority is a reduction in the 2030 mandate levels.
Leasing members seek to sustain confidence in the transition and avoid policy changes that could undermine it, while also addressing residual value pressures.
For vans, the two sectors meet in shared difficulty. A van is a working asset where commercial value and operational productivity go hand in hand. High barriers remain across both, which needs to be acknowledged in the trajectory and policy direction that follow this consultation.
The BVRLA’s response reflects these contrasting experiences. Members remain committed to electrification, but headline uptake obscures the pressures facing individual segments. These differences, and the conditions underpinning leasing’s progress, explain the positions taken throughout our consultation response.
The Government's usual timeframe for responding to consultations is 12 weeks, although a response is widely expected before the end of 2026.
Members will be kept informed of the Government's response and any subsequent policy developments through the BVRLA's regular communications.
