The Government yesterday (7 April) released details of several changes to the terms of the Zero Emission Vehicle (ZEV) Mandate.
As part of the consultation process earlier this year, the BVRLA represented member views and highlighted where Government action is needed. Key asks within that were for support for the used market and for an additional credit for rental registrations to be introduced. Neither of these issues have been resolved directly in the latest update.
The headline targets – that stipulate the percentage of a vehicle manufacturer’s annual vehicle sales that must be for zero-emission vehicles – are not due to change.
Changes instead focus on some of the flexibilities that provide alternative routes to compliance. These include relaxing the limits of how many non-ZEV registrations can be transferred by a manufacturer to compensate for a shortfall of ZEV registrations.

The terms and application of the Zero Emission Vehicle Mandate will continue to be a critical issue over the coming months, with the Government pledging to provide more details in due course, including as part of its Industrial Strategy this Summer.
