Proposed charging for Silvertown and Blackwall Tunnels

The Silvertown tunnel will open in 2025 to ease congestion and deliver faster, more reliable journeys in east London, including new public transport connections.

In preparation for the tunnel opening, Transport for London (TfL) would like to hear members’ views about:

  • The proposed charge levels
  • The proposed discounts and exemptions for the Silvertown and Blackwall tunnels.

Charges will vary between £1.50 and £10 depending on time of travel and vehicle type. There are limited exemptions which include: residents, SMEs in the area, NHS, and electric private hire vehicles. There will be an autopay for frequent users and this will operate the same as the Congestion Charge Autopay. Penalty Charge Notices will be issued for non-payment and this will mirror the Congestion Charge. Where the agreement is longer than six months, members cannot transfer the PCN to their customer.

The BVRLA will be responding to the consultation calling on TfL to improve their administration regarding Penalty Charge Notices for fleets. The response will also highlight concerns regarding the removal of the discount for electric vehicles from the London Congestion Charge Scheme.
