In line with the introduction of a scrappage scheme to support low-income and disabled drivers, Transport for London (TfL) has increased the Penalty Charge Notice to £190 for non-compliant vehicles entering the capital’s Ultra Low Emission Zone.
Effective from Monday 30 January, the new PCN value (up from £160) is reduced to £90 if paid within 14 days.
The increased PCN value comes as TfL has launched a £110m scrappage scheme to support low-income and disabled Londoners in making the switch into compliant vehicles. The scrappage scheme is targeted at vans and minibuses and is open to charities, sole traders and businesses with 10 or fewer employees based in London.

Tyneside CAZ launches
Also from Monday 30 January, the Tyneside Clean Air Zone (CAZ) - covering Newcastle and Gateshead – has been launched. Non-compliant taxis, buses, coaches and HGVs will now face charges when driving into the zone. Non-compliant vans will be subject to charges from July 2023.
The national clean air zone website includes an online vehicle checker to view what charges a vehicle may be subject to.
